Toxic Chemical Substance Management Overview

The main purpose of toxic chemical material management is to prevent it from polluting the environment or endangering the public health. At the same time, this managing regulation is hoped to prevent the misuse or abuse of the toxic chemical material and to track the path of distribution of all kinds of toxic chemical material in our environment.

The sources of the toxic chemical material in the environment are mainly the industrial production activity. Other major sources include fertilizer, agriculture pesticide and insecticide, weed killer and fertilizer used on golf courses. These human activities increased the content of toxic chemical materials in the environment.

There are many chemical material management regulations. EPA has listed all the relevant regulations on its official web site. Among all the regulations, ' Toxic Chemical Material Management Law ' provides the legal ground for many chemical material management regulations. ' Toxic Chemical Material Management Law' passed on November 26, 1986, and was later revised on June12, 2002. There are five articles and 44 sections in this law.

According to the third article of Toxicity Chemical Material Management Law, the highest authority of the entire nation is EPA Executive Yuan. The highest authority in municipality directly under the Central Government is City Government. The highest authority in county(city) is the County (City) Government. The fourth article states that the authority may appoint or entrust specialized institution the tasks of researching, personnel training, endangerment assessment and prevention of toxic chemical material management.
