Environment Protection Volunteer

Yilan County locates in the northeast corner of Taiwan, two sides are surrounded by mountains, one side borders the sea, the whole county divides into one city, two townships, eight villages to a total of 12 administrative areas. The County has a total area of 2,138 square kilometers, a total population of 465, 000 people.

This county environmental protection volunteers' organization is established since June, 1992. In the beginning, there are only 60 volunteers, however we have over 2,500 volunteers, and our members mostly are house wives and retirees.

Currently this county is promoting the resource recycling and the garbage reduction programs. These two programs require a lot of man power in both management and promotion staff. However, due to the shortage of human resource in this office, we need to seek help in social resources to help in completing the tasks. Because of the help of the environmental volunteers, we hope to implement our environmental policy to close to our community needs.

To encourage the public participation to the environmental protection works and to enforce the ideas that the environmental protection should start from yourself, this office has been promoting the voluntary environmental protection work. By doing this, this office also hopes to educate people about the ideas that maintaining a clean environment should start from your own community and to establish the concept of “environmental protection is everybody's duty .” Further more, this office also hope to unify all environmental protection enthusiastic people to assist in spreading the environmental protection knowledge and provide the environment contaminant information. Finally this office hopes to encourage all county residents to participate the environmental protection and working together to build a healthy, beautiful, peaceful and prosper new Nan-Yang region.

Yilan County currently has 12 environmental protection volunteer groups. Each town, township and city also has established environmental protection volunteer groups and has been continuously encourage people to join the environmental protection works. The movement of their environmental protection services activities, which bring the people and the society to participate in the environmental protection work together, creates clean and beautiful living environment. The first environmental protection volunteer organization guideline and major task is to establish the environmental protection voluntary organization system: To establish an organized environmental protection voluntary system, this office specially stipulates the environmental protection voluntary organization charter following:

  1. Environmental Protection Volunteer Squad: One environmental protection voluntary squad would be established under the supervision of Yilan County EPB. All Yilan County environmental protection volunteers are the members of this squad. There are one squad leader and two deputies.
  2. Environmental protection volunteer team: The squad would be divided into teams where each team has one leader and one deputy.
  3. Environmental protection volunteer groups: Each team would be divided into groups according to the amount of team members. The groups would be organized with members from the same community. Each group consists of 20 to 30 volunteers in principle and each group would be formed under the supervision of the administrative office of each town, township and city. Each group has one leader and one deputy.

Second, holding year-end environmental protection volunteers' seminar and discussion conference:

To enhance the communication and friendship between this office and the team leader and members, and to listen to the suggestion of environmental protection volunteers, a year-end seminar and discussion conference would be held annually. With this seminar, this office also hopes to reinforce the organization and team spirit of environmental protection volunteer squadron and promote the function of environmental protection volunteer serving the society.

Third, holding the environmental protection volunteers service activities: In order to show the spirit of the environmental protection voluntary service, each voluntary groups should adapt a location that requires cleaning, a key street, or a local district park under the guidance of the local administrative office. With this action, this office hopes to implement the plan that the environmental cleaning must start from your own community and to encourage people to do the environmental protection works.

Fourth, to honor the environmental protection volunteers and organizations with best performance and to encourage volunteer to participate actively, best performing volunteers and organizations are honored on a an annual public ceremony. With this ceremony, this office hopes that the honored volunteers and organizations would become the role model for rest voluntary groups, to raise the spirit of social services, to arise the honor spirit in all environmental protection volunteers.

Fifth, environmental protection volunteer rally: To advocate and honor the social contributions of the environmental protection volunteers and to let people understand the enthusiasm of the environmental protection volunteers and follow the model, every annual voluntary rally is held. In the rally all volunteers will walk in ceremonial parade in front of the EPA officer or County Magistrate (or the EPB director). New members are introduced and given the certificate on the rally. This office hopes to raise the honor spirit in all volunteers with this rally.

Sixth, to enhance environmental protection knowledge of the volunteers, educational tours to other counties or cities are taken. The joined volunteers hope to observe how other environmental protection voluntary organization operate and learn from them in order to improve their own performance.

Seventh, to support the services of other activities: when this office and other government departments a hold large-scale environmental protection promotion rally, the voluntary squad will assist in the promotion of the resource recycling and the garbage reduction program and the cleaning and maintenance of the rally site. The squad also participates in all kinds of promotion activities to encourage the people to do actively participate in environmental protection with the actual environmental protection action.
