The construction sites within this county produce viewable particulate matter pollution. These pollutants pose great threats to the public health. Therefore, this office has been executing “Construction Sites Regulation Plan” since 1996. Since then, the construction sites pollution regulation works in this county have become more satisfactory and more effective. To improve the air quality nation-wide, the EPA has drafted the “Air Pollution Fee Collection Act” and has started practicing it since July 1, 1997. The EPA has also started practicing the “Management Regulations for Air Pollution Control Facilities at Construction Sites.” since July 1, 2004. This regulation requires the construction companies to install the pollution control facilities and measures at construction sites, which would prevent the construction processes, sites and trucks and construction machinery from stirring up dust. It is the EPA’s goal to improve the air quality by collecting the construction sites air pollution fee and many other pollution control operations.
According to the record of the construction sites information system of the Yilan County Government, there are about 700 construction sites in operation under County jurisdiction by the end of August, 2005. The total area under construction is 1,950,000 square meters. The total amount of construction site air pollution fee collected this year is about 30,000,000 NTD so far. Also by the end of August, 2005, the pollution control operation has audited 130 construction sites, inspected 2,660 sites, there are 19 citation cases for the violations of the Construction Site Waste Removal Act and 6 citation cases for the violations of the Air Pollution Act.
