Noise Pollution Prevention and Control
Sound is created and transported by the vibration of air particles, the volume of sound directly affect people physically and mentally. Its impact is different according to its range of frequency. Because of the prevalence of industrial and commercial development, our daily life has various activities, such as recreations, working, culture, celebration festivities, and traffic etc. These activities have directly or indirectly brought a physical and psychological impact to people and influenced their health.
Noise pollution means, as defined by Environmental Protection Bureau, the volume of a sound exceeding the regulation standard level. This regulation could be categorized as stationary noise source (noise control standards, setup special noise control zones, control targets), mobile noise source (motor vehicle noise control standards, civil aircraft noise control standards, nearby noise volume standards, Airport Environs Aircraft Noise Control Regulations) and conducts control (do not disturb the peace and quiet of other people in the designated time, zones and places).
In July1st, 2005, The EPA of Executive Yuan has also targeted sources of low-frequency or temporary noises sources such as air coolers, air-exchange fans and air conditioning systems. This regulation will improve the quality of our living environment and the effectiveness of the noise pollution control of this county.
For three years (2001 to 2004), the result of the noise pollution complaint cases statistics in Yilan county (such as factories, entertainment venues, business facilities, construction project, amplifier equipment, stationary power machines and tools, nearby noise, traffic noise, etc.) has shown that there are 408 violations about amplifier equipments, which is 28.06% of the all violations and ranks the highest. Secondly, there are 325 factory violations, accounts for 22.35%; there are 198 nearby noise are ranked in the third, accounts for 13.61%. This office is cooperating with the EPA to double the inspection rate starting from October, 2005. The EPA also revises the Noise Pollution Control Act (draft) and plans to prosecute starting from the first time violation, in order to achieve the discouraging effect and to improve the noise pollution. For nearby noise, which is not controlled by the EPA, but the EPA still print and send out the promotion fliers to educate the people, which will be investigated in accordance with relevant parts of Apartment Building Management Statute and the Social Order Maintenance Law.
