- Total Number of Companies and Amount of Waste
- Within the jurisdiction of this county, there are 1127 companies with official registration, 68 manufacturing companies, and 170 other business entities (include petrochemical, food, plastic, rubber, cement and battery manufacturers). Among them, 304 companies are recommended to use internet (http://waste.epa.gov.tw) provide their waste treatment reports by the Environmental Protection Administration (EPA).
- Based on the website waste treatment reports filed in the last two years, the total amount of the waste is 400 tons. Among them, hazardous wastes are 5.27 tons (1.32%), 82% are from general industrial waste from large companies (e.g. Taipei Lung-De, Taipei Hsieh-Chang-Hsing, Yilan Alcohol), and 16.5% from medium to small companies. An average of 0.70-0.72 ton (0.18%) are biohazards from 299 medical institutions (eight >50-bed hospitals, five are less than 50-bed hospitals, 286 clinics and nursing homes).
- Public and Private Waste Treatment Agencies Information
- Total number of both hazardous and general waste management companies are 22 with a capacity of 81,062.09 ton/month. Among them, 2 companies are approved to treat 3,384 tons of paper, plastic, natural wood, fibers, organic and inorganic discharges, animal and plant wastes. One treatment company is approved for 27,960 ton/month on waste removal and 40,560 ton/month on waste treatment.
- Public and Private Waste Removal and Treatment Companies.

- Waste treatment company should have a contract with its clients. A copy of the contract should be sent to juristic EPA within 30 days. Any modifications of the contracts should also be submitted to EPA. The only exceptions are emergency situations and any wastes generated due to natural causes.
- The contract should include the following descriptions:
- Types, contents and quantity of the waste.
- Equipment , method , and location of the treatment process. Treatment company should describe location and quantity of the intermediate and final process.
- Minimum standard and guidelines (frequency of the collection, place of the collection, and classification standards).
- Effective date of the permit.
- The procedure of handling untreated wastes in case the treatment company is no longer in business or declares bankruptcy.
- Emergency Handling procedure.
- Agencies authorized by other municipal environmental protection agencies.
- Record keeping
- The company should keep detailed record of the amount of waste, treatment by-products, how it is stored, transferred and removed. The record should be kept at the location of treatment facility for review.
- Except cases that needs to report and publicized in the websites of the central government or special conditions specified by the municipalities directly under the central government, the treatment record should be reported to the city or county environmental protection agencies within the first 10 days of each month.
- General waste treatment records should be kept for 5 years. Hazardous waste treatment records should be kept for 7 years.
- There should be clear signs to show the name, contacting phone number and license number of the treatment company at each treatment location.
- Industrial waste treatment (include reuse) condition and regulation
- EPA established a long range environmental protection program to govern the waste management. Coordinate with Industrial waste control center, the program enhanced the industrial waste inspection, sampling, testing, and control system to monitor the waste treatment process, record keeping and reporting. The information of the quantity, the type of waste, storage condition and treatment record should be reported to the public through website publications. To July 2005, out of 304 waste treatment plants reported 227 cased (100%) of treatment cases. Follow the guidelines of, “Public record of industrial waste procuders’ waste treatment history”, 30 class one cases, 36 class 2 cases, and 197 class three cases all were reported and the record are available fo public viewing in the website.
- Biohazards from 299 health care agencies (8 with more than 50-bed, 5 with less than 50-beds, 12 municipal health clinics, physician offices and nursing homes) treatment is 0.70-0.72 ton/day. The treatment is done by Chia-te Technology company.
- Re-use (recycling) of industrial wastes: “Waste treatment regulation” was published on October 24th, 2001. Recycling of industrial waste is under the regulation of central government. It is classified into officially listed and non-official recycling cases (55 case were published. See the details at www.moeaidb.bov.iw. Other government agencies also publicized lists of permitted recycling products and their regulations. See www.epa.gov.tw.

From January to July 2005, there are 391 cased reported and 13 cases were discovered through informers.
